Ok, create a new image, then click filter>light and shadow>gradient flare

Click on "new", a box will pop up asking what you want to name the new flare, keep it as is or name it something nice ^^

Click ok, then with the new flare selected in the list click edit, a window will come up with a bunch of settings.

Here are the settings for this tutorial:

In the Glow tab:

Gradients:

Radial gradient: %white_grad

Angular gradient: %white

Angular size gradient: Four bars

Parameters:

Default settings

 

In the rays tab:

Gradients:

Radial gradient: %white_grad

Angular gradient: %white

Angular size gradient: Four bars

Parameters:

Jus change the settings i point out here.

Size: 89,6

# of spikes: 124

Spike thickness: 1.0

In the second flares tab:

Gradients:

Default settings

Parameters:

Just drag the size all the way back, this one wont be used.

Ok, now you have made a GFlare, this can be used over and over again even after restarts. It  can also be shared with other people, on windows vista and up it is located in C:/Users/"YOUR USERNAME HERE"/.gimp-2.6/gflare
